To maintain quality educational programs and classroom instruction, to prevent significant increases in class size, to avoid reductions in teaching positions, to attract and retain the best teachers and employees, and to support educational programs that enhance student achievement, shall the Lowell Joint School District be authorized to levy a special tax of $95 on each parcel of land within the District each year for eight years with an exemption opportunity for seniors?

Summary Prepared by Superintendent:
Good evening. This is Dr. Joe Gillentine, Superintendent of the Lowell Joint School District. I am calling to inform you of the financial condition of the school district. As you may be aware, your Board of Trustees has utilized all available reserves, as well as cutting services and personnel in order to provide the outstanding education program we have here in Lowell. To keep our district in the top 10% of the State academically and continue to provide exceptional learning opportunities for our children, we are now at the point where the District must obtain additional funds or cut services for the next school year.

On March 8, 2005, a school district election will be held and a school district measure, called Measure B, will be on the ballot. Measure B would enact a parcel tax of up to $95 per parcel per year. The Lowell Joint School District Board of Trustees also included two protections in Measure B. First, the $95 per year is a maximum, they will make the decision each year as to the actual amount necessary to sustain the district's educational program. And, second our parcel owners who are 65 or over will have the option each year to exempt their parcel from the tax.
