Judge James P. Gray received his undergraduate degree at U.C.L.A. in 1966, and his law degree at U.S.C. in 1971. Judge Gray served with the Peace Corps in Palmar Norte, Costa Rica from 1966 until 1968; as a lawyer in the U.S. Navy JAG Corps in Guam and Lemoore, California from 1972 until 1975; as a federal prosecutor in the U.S. Attorney's Office in Los Angeles from 1975 until 1978; and worked in the private civil practice of law in Newport Beach from 1978 until 1983. Judge Gray was appointed to the Santa Ana Municipal Court by Governor Deukmejian at the end of 1983, where he received a commendation from the Orange County Board of Supervisors for his work in combating the serious problem of Driving Under the Influence of Alcohol. Judge Gray was elevated by Governor Deukmejian to the Superior Court in 1989, where he received awards as the 1992 Judge of the Year from the Business Litigation Section of the Orange County Bar Association, and the 1995 Judge of the Year from the Orange County Constitutional Rights Foundation. During his years as a judge, Jim Gray has presided over calendars in criminal, civil, mental health, adoptions, and juvenile court, where he sat on the abused and neglected children calendar. Judge Gray is married to Grace Walker Gray, has three children, including an adopted son from Vietnam, is a member of the Methodist church, and lives in Newport Beach, California.

Judge Gray is the author of the book Why Our Drug Laws Have Failed and What We Can Do About It + A Judicial Indictment of the War on Drugs, published by Temple University Press.
