I believe the City needs to promote creative incentives for new developments to install water conserving fixtures (waterless urinals, low flow toilets/showers) to reduce water usage, because it is less expensive than the capital investment required in developing a desalinization plant which only leads to increase water rates for residents and greater impact on the environment. There needs to be other short term stop gaps besides increasing water rates. Some of the environmental concerns are entrainment & entrapment of marine life in the sea-water intake pipes, concerns about what to do with the brine produced by the desalinization plant, energy use in running the plant, as well air and noise pollution caused during the construction of the plant. We need to consider investing in compact recycled water treatment plants to irrigate our city parks and the golf course. Continue to encourage water conservation measures and offer incentives throughout the City. For example, we can require new developments to become zero-impact water use projects so that they do not burden our current water supply.
