Shall the Diablo Community Service District increase its powers and purposes to include the constructing, opening, widening, extending, straightening, surfacing, and maintaining, in whole or in part, of any street in the district, subject to the consent of the governing body of the county or city in which the improvement is to be made?

Fiscal Impact from County Counsel:
A community services district may exercise its powers for any of the purposes granted to it by law and designated in its formation petition. A community services district may submit to the voters of the district the question of whether the district should adopt additional lawful purposes. If approved by the voters of the district, the district may exercise its powers for the additional lawful purposes. Besides the current lawful purposes of the Diablo Community Service District, this ballot measure would authorize the District to exercise its powers for the following additional lawful purposes: to construct, open, widen, extend, straighten, surface, and maintain, in whole or in part, any street in the District, subject to the consent of the governing body of the county or city in which the improvement is to be made. A majority of those voting on the ballot measure must approve the measure in order for it to pass. A "yes" vote is a vote in favor of adopting the additional purposes. A "no" vote is a vote against adopting the additional purposes.
