Appointed by that Agency to represent it on the Joint Transbay Powers Authority, a state chartered agency with the authority to develop a new multimodal transit terminal for the City of San Francisco. Currently serving as Vice-Chairman of that agency. Past Elected Political Position:

Blue Ribbon Task Force for Water Transit in the Bay Area: Appointed by Bay Area Council; Chartered in 1997 by State Senate Resolution for the purpose of determining the feasibility of and comprehensive ferry transit on San Francisco Bay; Delivered findings to the Senate in January, 2000.
Association of Bay Area Governments - Regional Planning and Administrative Committees: Member 1993-1999; representing the Air Quality District on Regional Planning Committee and the City of Emeryville on the Administrative Committee.
Alameda County Congestion Management Agency: Member 1991-1999; representing the City of Emeryville
Bay Area Alliance for Sustainable Development - Regional Sub-Commission of the Presidential Commission for Sustainable Development: Member 1997 (inception) + 2000; Member of Jobs, Housing, and Access Work Committee; representing the Air Quality District
Alameda County Housing Authority: Director representing the City of Emeryville, 1987-1999. Past Chair; Chair Budget and Finance and Personnel Committees; This agency operates the federal housing programs for the County of Alameda and its cities of Albany, Emeryville, San Leandro, Hayward, Fremont, Newark, Dublin, and Pleasanton. It has won numerous H.U.D. awards and is recognized as one of the best-managed agencies in the nation.

1985 to Present: Principal, Harper & Associates, a law firm specializing in contract, environmental, and land use law.
1982-1985: General Legal Counsel to Softyme, Inc., a start-up company for the development of a distribution system for microcomputer software via telephone technology.
1975-1979: Managing Partner of Community Camera Repair in San Francisco; became the largest photo equipment repair facility in Northern California.
