Top Ten Things BART can do to improve access to its stations.

1. Add carpool spaces to the 14 stations that do not have them.
2. Use parking revenue to finance free shuttles, to win the political and community support necessary for a parking charge.
3. Require parking validation at BART Stations where people are leaving their cars and not taking BART (casual carpoolers and workers in the surrounding community.)
4. When lots are not full (at night and on weekends), offer to share a percentage of the lots for free with the neighborhood.
5. Build Transit Villages, which sustains ridership throughout the day. Otherwise, a BART station that is surrounded by a sea of parking is not a destination and shuts down when the parking lot is full.
6. Charge for a percentage of the spaces in full lots, forcing drivers with a choice to go to adjacent stations that have available parking and would not charge.
7. Don't charge City Carshare for parking (one reserved spaces can get 3 riders.)
8. Amend BART's one for one parking replacement policy.
9. Charge for all spaces if lots fill before 7:20am, where demand clearly outstrips supply. Many would pay a reasonable fee to access BART.
10. Those that drive but could walk now have financial incentive to walk, opening up spaces for others.
