Victim's Rights

I am the author of the first anti-stalking law in the country.
As a longtime advocate of victim's rights, this issue continues to be my top priority in Congress, I am the author of the first anti-stalking law in the country.

At the federal level, I introduced the Interstate Stalking Punishment and Prevention Act, which was signed into law, making it a felony to cross state lines to stalk someone.

As a state senator, I worked to estabish rights for crime victims in California's state constitution as author and campaign co-chair of Proposition 115, the Crime Victims/Speedy Trial Initiative. I am currently working to press for the passage of a Victims' Right Amendment at the federal level. I have introduced a Victim's Rights bill in the House and Senator Diane Feinstein has introduced the same bill in the Senate.

I also co-sponsored and voted for the nation-wide Amber alert system bill, which was signed into law. The bill also allocated $10 million for the National Center for Missing and Exploited Children to operate the nation's resource center and clearinghouse for missing children.

I am also concerned about protecting our privacy. I am a strong supporter of the Do-Not-Call Implementation Act and the Controlling the Assault on Non-Solicited Pornography and Marketing (CAN-SPAM) act to protect consumers from unscrupulous telemarketers, fradulent spam, and adult-oriented material that offends recipients or that parents want to protect their children from seeing. Both of these bills have been signed into law.
