California Works Again
My first goal as Governor will be to save jobs from leaving California, which will make sure that California keeps the tax revenue from companies and employees that fund our schools, our hospitals, and our transportation system while helping to reduce our budget deficit.
Education
First, the goal must be set that every student read and write English before graduating high school. In addition, I support the Proposition 98 guarantee for educational funding, and will see it is honored. Good schools and well-educated students will mean a future with a strong economy and good jobs. Great strides have been made in education funding, we now need to make sure that the money is being spent well. Education money must go to the classroom, not to bureaucracy and waste.
Balance the Budget
On my first day in office, I will call an emergency special session of the state legislature to address a deficit in next year's budget that is estimated between $8-10 billion. I will work to implement a "Taxpayers Bill of Rights" that will impose a spending cap on increases in the state budget. I will ask legislators to place a constitutional amendment on the March, 2004 primary ballot to ensure spending caps stay in place.
