To reduce the impact of budget cuts on essential educational programs, retain qualified and experienced teachers and staff and maintain manageable class sizes shall Manhattan Beach Unified School District levy a $108 annual tax on dwelling units and other parcels for five years with an exemption for the principal residence owned by persons 65 years of age or over and with an appointed citizens' oversight committee to ensure the money is spent properly?
