I believe that Alpine should be kept a COUNTRY-town, not a city. I believe a property owner has a right to develop his own property, but not at the expense of the quality of life of his neighbors.

In other words, to develop your land, you should provide the facilities that are needed by the new owners of that land: the roads, water, sewer, schools, fire and sheriff protection. This should be done before the new houses are built and occupied Then the present residents would not be stressed by inadequate services.
