Maurice Cloutier was born and raised in Escondido and attended Escondido schools: Rose Elementry, St. Mary's, and Orange Glen High, where he graduated in 1983.

Maurice graduated from UC Santa Barbara in 1987 with a Bachelor's in Asian Studies (Japan) and Political Science. He earned a Master's in Pacific International Affiars from the Graduate School of International Relations and Pacific Studies at UC San Diego in 1991.

During this time, he enlisted in the US Army Reserves, joined the ROTC, became Airborne qualified, was commissioned an officer and served 10 years before being honorably discharged.

After learning Japanese and living in Japan, he served as a Japanese Technology Analyst for the Foreign Broadcast Information Service in Washington, D.C. He later moved to Northern California to work in high technology for the private sector. After several years, he returned to Escondido where he now lives with his wife of 9 years and his 3 children. He currently works for Sun Microsystems as a Senior Product Manager responsible for enterprise-class datacenter servers.
