Rodger Siems has prevented water rate increases for 6 years, reduced connection fees for Valley Industries developed connection fee financing programs, established Eastern Municipal water district as a national leader in water reclamation and recycling, encouraging economic development in the Valley and working to balance agricultural water needs and urban demands.
