An Experienced Leader with an Eye on Fresno's Future

Teaching Our Children to Read and Write

Phil will work to ensure that our children have every opportunity to learn. As a school board member for 14 years, Phil understands the importance of fully funding after-school programs and well-maintained facilities like parks and fields.

His experience helping start a non-profit foundation to help children from various ethnic backgrounds read and write in English has taught him the importance of working with local elected officials, parents and teachers.

As our next Supervisor, you can expect him to make education a top priority # his twin brother Don Larsen taught thousands of civics lessons at Fresno City College and his wife, Joyce, and daughter, Lisa, both taught in public schools.

Fighting Off the Effects of California's Slumping Economy

Fresno County is feeling the effects of California's slumping economy. As a retired small businessman and family farmer, Phil understands the pressures of meeting a payroll and how hard it can be to find work.

In order to protect local jobs and create opportunities for Fresno's working families Phil will form a blue ribbon panel of business leaders, workers, farmers and policy experts from our community to develop a strategic plan for recruiting and retaining businesses.

Protecting Neighborhoods from Crime and Violence,

Too many people have become victims in their own homes # bars on windows, gated driveways and multiple locks on their doors. Phil's commitment to work with the Sheriff's office and local police departments has earned him the support of the Kerman Police Officers Association and the California Organization of Police and Sheriffs.

Mike Reynolds, author of California's `3-Strikes' law, endorsed Phil because he is committed to stopping crime before it starts by supporting after-school programs that provide alternatives to gangs and drugs.

Cutting Wasteful Spending and Holding Government Accountable

Difficult budget times require cutting government waste to ensure vital services receive the money they need. Phil will oppose new taxes and work to ease the tax burden on Fresno's working families.

Ultimately, county government must be accountable to all residents in the community. That's why Phil is committed to holding regular mobile office hours and will always be accessible by telephone to talk about issues important to you.
