Information shown below:

In order to upgrade elementary school campus safety, remove asbestos and lead-based paint, replace deteriorating portable classrooms, renovate classrooms for new techology and internet access, repair and renovate heating, lighting, plumbing, fire safety, security and other campus systems and structures, and to qualify for State matching funds, shall the Santa Rosa Elementary School District issue $19,125,ooo of bonds at interest rates within the legal limit, and establish an independent citizens' committee to monitor district spending?
