This measure, if approved by a majority of the registered voters voting thereon, will authorize the Board of Directors of Stockton East Water District to move forward to develop a financing plan with the urban contractors and the agricultural division of the District to include the sale of bonds in an amount not to exceed six million dollars ($6,000,000). The Directors can issue no bonds without additional action. Additional approval by the District's urban contractors will be required if the urban contractors are to repay any portion of the bonds.

The proceeds of the bonds could be used to:
1. Fund supplemental water supply, distribution, and environmental improvements;
2. Obtain water right permits;
3. Obtain matching state and federal funding for the Farmington Project for groundwater discharge and seasonal habitat;
4. Construct pipelines to convey surface water for distribution to agricultural and urban customers for use instead of pumping groundwater; and
5. For direct recharge to the groundwater basin.

Principal and interest on said bonds would be paid from revenue from surface water sales to district customers and existing groundwater charges. There would be no tax or land assessments levied by the District to fund repayment of the bonds.

The conduct of this election and the issuance of bonds will be in conformity with existing laws of the State of California and will not otherwise affect existing law.
