1. How would you implement your top priority?

Answer from Michael E. Morthorst:

The three issues are all related. The City of Silverton needs to devise a sound financial base. The money problems of a few years back are under control, but the city needs new sources of income such as revenues from new commercial developments. Infastructure improvements are needed if those developments are to happen.
