The arrival of BART is expected to bring with it an increase in transients, graffitti, littering and petty crime, as well as parking and traffic problems. Residents of Millbrae, and those who come here to shop and dine, need to feel safe and secure from these and other threats.Our outstanding Millbrae public safety officers, under the fine leadership of Police Chief Cowart and Fire Chief Haag, will continue to provide the most effective possible protection from risks to person and property. However, I look forward to working with the other members of city council, and city professional staff, to search out means to augment this capability. This year's city budget proposes 39.5 members for the police department and 28 members in the fire department. We are able to add two (2) police officers for traffic safety resulting from recent receipt of a grant. We may want to explore the benefits of a small substation nearer the BART station. I believe prevention is optimised by visible presence of uniformed officers in the neighborhoods and high traffic areas. I also want to encourage informal neighborhood watch organizations and emphasis on resources such as Crime Stoppers. Awareness and continual vigilence contributes to prevention and early response to potential problems. Finally, respect for all residents as individuals, and the spirit of friendliness and cooperation for which Millbrae has so long been known, will ensure the strength of unity we have always enjoyed. |
