Shall the Bel Marin Keys Community Services District (the "District"), be authorized to levy a Parcel Tax in the amount of $510 upon each taxable parcel of property within the District, commencing in the fiscal year 2002-2003 and increasing thereafter at the rate of 2% per year for the specific purpose of paying for the capital costs of and costs of operation and maintenance of the District's marine facilities and related costs?
