Re-elect Curtis Lineberger to Riverbank City Council

The Past

If you supported me in my first election four years ago, I
would like to thank you for your vote then. I won by three ballots, so I understand the importance of each vote. I am now running for a second four year term this November, and would like to earn your vote in the upcoming election, and here's why:
I have worked very hard to help make Riverbank a better
place for all of us during my first term. I listened as citizens from southwest Riverbank (near Morrill Road and Jackson Avenue) told me about sewage problems, and recurring flooding during the winters. They said that in 20 years of their complaints to various City Councils, the problems only got worse. I spent the time to address their issues more fully, and also helped lead the Council to successfully repair these problems once and for all.
I listened to Rivercove residents who were concerned about
their homes possibly flooding from the Stanislaus River behind the levee. The levee was and still is safe, but a big part of their difficulty was a poor design of the storm water outlet to the river. It could backup in a major storm and flood the lowest areas. I took a key role in getting an improved outlet design engineered and constructed.
I have been active in supporting policies to repair
Riverbank's aging infrastructure, such as the sewer plant. Money was finally secured to begin an overdue and extensive rebuilding of the sewer plant. I have also pushed hard on and voted consistently for improvements to the City's storm drains and sewer system problems, such as bottlenecks that cause backups.
I ran four years ago on a pro "intelligent development"
platform, and I have been a part of the growth we have all seen, such as Galaxy Theaters. I have supported policies which help businesses to locate in the older downtown area. I have helped repair and rebuild the important relationship between the City and the Chamber of Commerce. I am very pro-business in Riverbank! However, I have voted to shift development costs from Riverbank residents to the developers themselves, wherever possible. I have stood firmly to uphold Riverbank's policy of installing power lines underground in future projects.
In my first year, I completed a ten year review of all of
the City's Funds. City budgets are dispersed into many individual Funds for specific areas, such as the Sewer Fund or Storm Drain Fund. This type of review had never been done before, and it allowed everyone to see the history of each of our City budget. This helps us to see trends and control the City budget more responsibly. The General Fund is the Council's discretionary Fund. I am proud to tell you that General Fund spending has declined 19% since my first year, (3.1 million to 2.5 million dollars) and the General Fund Reserve (savings) has increased from 4.7% in 1996 to 6.4% in
1999.
After my second year, I was selected by unanimous Council
vote to serve as Vice-Mayor. This position has real significance only when Mayor Sandy Benitez leaves town, but it is a position that I am honored to hold.
I am a proven supporter of our Sheriffs, and I ride along
on a patrol annually to get a better understanding of our City's officers and our City itself.
I am a strong advocate of City Recreation, and I personally
raised about $10,000 in donations for construction of the new City swimming pool. My efforts were important in establishing a new position for a Recreation Department Manager. I am pleased with our hiring of Sue Fitzpatrick for this position. Her terrific results with the pool this summer and her competent management of recreation have been a big plus for the City.
Property values in Riverbank increased 7% last year, near
the top in Stanislaus County!

The Future

I would ask to be reelected so that I can continue to work
on some new areas of progress in Riverbank. For example, the Jacob Meyers Park improvement is a project that we have just begun. This Park has the potential to be a jewel for Riverbank, and I would like to continue to help.
I also helped create the Mayor's new S.T.R.E.E.T.
Initiative for our City's roads. This stands for Safety (signals, signs and speed limits), Today (we're not waiting to begin implementation), Repairs ( accelerated street repair schedule), Encouragement (to citizens to obey the laws), Enforcement (for those who won't), and Time (to slow down and relax on the road). Our City streets and issues concerning them are certainly one of the most frequent and difficult areas that we must address.
The City infrastructure and sewer plant will continue to
need significant rebuilding in the near future, and I will continue to support and act to make it happen. Also, with the expansion of the City limits to the south, firm City control over development will be more important than ever before. We have a chance to see this Crossroad's Development become a centerpiece for Riverbank. I have already demonstrated my independence from developers. You can be sure that my future actions and votes will continue to support what is best for all of Riverbank's citizens, not just the developers.
I would like to continue to be Riverbank's representative
on the Stanislaus Council of Governments. This key committee meets monthly in Modesto to divide state money sent back to the county for road and transportation projects.
I will continue to work for and support policies which lead
to the enhancement and beautification of Riverbank. I will press for the demolition of abandoned properties, and vote for ordinances directed at cleaning up the City whenever possible. I recently voted to hire a new Code Enforcement Officer. This will allow more aggressive attention toward derelict cars and properties.
My family has lived in Riverbank for eight years, and we do
not own any real estate other than our personal home. I have not accepted any money for my campaign. I do not owe anyone any favors. Should you vote for me, you will get a representative who will continue to make decisions based only on what is in the best interest of all Riverbank citizens, not a special interest. I have always posted my home phone number and e-mail address on the City TV Channel 14, and consider myself to be very responsive to citizen concerns.
Also, please join me in supporting our Mayor, Sandra
Benitez, for re-election. As shown by her numerous accomplishments, Mayor Benitez cares about Riverbank and spends countless hours representing us with honor.
I hope that I have earned the right to ask for your vote.
