The gravest problem facing San Diego is explosive growth which has overwhelmed our freeway system and threatens our quality of life. We have the distinction of having the 8th worst traffic congestion in America and it's not getting better. And if the current situation isn't bad enough, SANDAG anticipates 1 million additional residents in San Diego County by the year 2020. Our elected officials have allowed housing to be built without providing for a transportation system to accommodate this growth. And the transportation projects that are being worked on today will be at capacity before they are completed. To solve the impending traffic gridlock, we must plan and build right now for the year 2020. Murphy's 2020 Traffic Plan calls for "a firm commitment to do three things: Build new freeways and mass transit; Maximize the capacity of the existing system; and Manage demand during rush hour." The specific elements of Murphy's 2020 Traffic Plan include: Construction of SR 125 from Highway 78 to the Border. Reversible managed lanes on the I-15 corridor from SR 163 to Escondido. Completion of SR 56 from I-5 to I-15 Extending the San Diego Trolley up I-5 to the UCSD campus, then heading east through the employment centers in Sorrento Valley and Miramar area to I-15 and turning north up to Escondido. Add High Occupancy vehicle lanes to I-5 and I-805 and widen the I-5/I-805 merge to at least 16 lanes. Double track the Coaster from Oceanside to San Diego Investigate the feasibility of a high speed passenger ferry from Oceanside to San Diego. "People often forget we have the potential to make our ocean part of our transportation system." A spur line of the trolley to Mission Beach. Staggered work hours for government employees to spread the workday commuter spike. .Land use planning that locates housing proximate to employment centers Murphy has served as Chair of Metropolitan Transit Development Board and as Chair of the San Diego Trolley Board of Directors. Under his leadership, the East Line of the San Diego Trolley was constructed and the San Diego Trolley and San Diego transit bus system was merged. |
