Biography Wayne Bannister has been working for the people of Los Angeles County for over twenty years. As Manager of Urban Research for the County's Chief Administrative Office, Wayne has had a major impact on L.A. County, streamlining operations and saving taxpayer money. Urban Research is a unique group within County Government that only expends funds based on the amount of services supplied or revenue recovered. Their orientation is customer service, and it has enabled the County to collect additional federal and state dollars to provide more County services. As Manager of Urban Research for the County, Wayne has coordinated such major countywide efforts as the Census 2000, which involved all eighty eight cities in the County, provided the initial assessment of the fiscal impact of San Fernando Valley secession, developed a new CAO Budget Information System, reengineered the County's Emergency Management Information System, and developed a system to recover revenue, producing millions of dollars of new revenue for the County. Wayne had been responsible for providing special studies to County Departments and the Board of Supervisors. His studies also led to improvements in the jury selection system, the Trauma Emergency Medical Information process, and a joint effort between the City of Los Angeles and LA County Fire Departments to improve services. Wayne's professional accomplishments have been recognized by his election as to the Board and President of the Urban Research Information Systems Association (URISA), and State Chairman of the National Computer Graphics Association. He has been the leader of the Technical Advisory Committee to the Governor for Geographic Information Systems. A long-time resident of the Pasadena area, Wayne is the father of two children. He is a graduate of the University of California, Berkeley, and a graduate of Cal Poly Pomona with a Master's degree in Urban Planning. One of Wayne's proudest accomplishments was leading the Pasadena YMCA through their financial and management crisis and restoring the organization so that it can continue to provide services to thousands of adults and young people every year. Wayne's years of service in a local branch of the Pasadena YMCA and ten years as member of the Pasadena Metropolitan Board of Directors demonstrate his commitment to the community and to serving the people of Los Angeles County. |
