Traffic Circulation Master Plan and Implementation

By Ed Balico

Candidate for Member, City Council; City of Hercules

This information is provided by the candidate
Improve the traffic circulation for the entire community by working as a team with Caltrans, developers, business owners and our community.
The traffic circulation in our community is at an average LOS (level of service) C or better in most part of the city.

Work with Caltrans to improve/reallign the on and off ramp to our city especially at Bayberry exit. Widen Bayberry to 2 lanes in both directions. Install a traffic controlled light so that we can either make a left towards Palm Avenue or right turn towards Sycamore Avenue. Install traffic lights at the intersection of Lupine and Sycamore; Redwood and Sycamore. Must be pedestrian user friendly streets.

Extend and widen Sycamore Avenue from the Marina to Palm Avenue towards Highway 4. Extend John Muir Parkway toward the marina. In addition synchronized all traffic lights that favor all our residence especially during peak hours.

At the planning commision level, I made sure that we have a traffic circulation master plan that will accomodate our full buildout.

It is imperative that our traffic master plan be implemeted in an expedient manner at the city council level. Time frame is now. Vote for me on November 7, 2000.
