Do you want "The Grove" property (the one-acre vacant parcel in the downtown on Marsh Creek Road between Main and Center Streets) to be developed as a one-acre park at a cost of approximately $150,000 per year to include construction and maintenance costs and to be paid from any new general fund tax revenues?

Impartial Analysis from the City Attorney
Measure Q is an advisory measure placed on the ballot by the City Council. Measure Q asks the voters whether they want The Grove property, the vacant parcel in the downtown located on Marsh Creek Road between Main and Center streets, to be developed as a one-acre park at a cost of approximately $150,000 per year in construction and maintenance costs to be paid from any new general fund tax revenues.

State law allows the City Council to place an advisory measure on the ballot allowing voters to voice their opinions on issues of interest to the community. State law provides that an advisory measure is an indication of general voter opinion and is not controlling or binding on the City Council. Consequently, if the voters approved Measure Q, they will have expressed their opinion to the City Council that they want The Grove to be developed as a one-acre park with construction and maintenance costs of approximately $150,000 per year paid from new general fund tax revenues. The Council will be free, however, to disregard the voters' opinion with respect to the development of the property as a park, with respect to the cost of construction and maintenance, and/or with respect to the uses of any new general fund tax revenues.

Measure Q requires a simple majority vote for passage.
