Political Philosophy for Tim Winslow

I served as your Councilman from 1994-1998. That Council accomplished many things; the Crescent Street restoration, the rock revetment along Casino Way, the walkway itself, the Hill Street fire flow project, the Hill Street stairs, and other projects. There is more to be done and I would like to help make it possible. Our hospital, as all rural hospitals, will never make a profit and will always need financial support, but I strongly believe that we need it. I support the sales tax measure, and if it is passed I will work toward making the hospital, particularly the financial aspects, operate far more efficiently than it does now. The current hospital that we have is the best model. Any other model; clinic, superclinic, etc. would by law not be allowed to accept patients from our paramedics. Furthermore, most doctors would not be willing to work under these conditions. In order to keep it it must be funded. The 1/2cent sales tax will bring in approximately $300,000 earmarked for the hospital only. By law it cannot be used for any other purpose. Most of the revenue will come in from our visitors. This measure will cost our residents very little, no more than $25.00 per year. This is a small price to pay for a facility that might save a life. We need to do more to mentor and guide our youth in this community, and I will work toward that goal. A voice is also needed to speak for another precious group, our senior citizens. I have always been a strong advocate for our seniors, whom I believe are the backbone of this community. As Councilman, I served on the committee for the Public Private Partnership with SCI Co. for the Descanso Beach project. This effort needs to continue. That development will bring us badly needed tax dollars thru the ACIA. It is imperative that the City works with SCI to accomplish this goal. I support the extension of the ACIA. I also support the ratification of the previously enacted TOT. This was passed in 1994, and only needs ratification in this election. The 2% that goes to the Visitors Bureau has been a big factor in enabling them to do the necessary advertising and other work need to increase our visitors to our beautiful City. Our only real industry in tourism. If the measure fails it will create an 11.4% cut to the City's general fund and we will be forced to make budgetary changes. I believe that this election, and the passage of these ballot measures, is extremely critical for the future of our community. I urge you to vote yes on Measures A,B,C,and would be very honored if you would vote for me on April 11th. |
