Frank was born December 17,1948 in San Luis Obispo, Ca to Sarah and Frank Briceno. Frank,Sr. was an owner and operator of a small commercial abalone business in Morro Bay,California. In the summer of 1956, Frank, Sr. died while diving for abalones.Frank and his mother relocated to Colusa, California where Sarah returned to the job she had held before her marriage, a bank teller. Seven years later when Frank was 13 Sarah married Clyde Bettencourt. Clyde located to Colusa and opened and operated a Flying A service station. Sarah and Clyde still reside in Colusa.

Frank was a good student in all phases of his education. He did well in elementary school, participating in school plays, band, sports, and extracurricular activities - Cub Scouts, Boy Scouts, Little League and flag football. He graduated from Colusa High in 1967 as a Life Member of the California Scholarship Federation;he received the Bank of America Social Science Award upon graduation. He played football, baseball and track. He was involved in student government and high school clubs.

Frank, like most of the boys in this agricultural area, worked each summer from the age of 13 in various farm jobs; mowing lawns, picking crops, driving tractors, working for land surveyors. Later he worked for P,G&E and Mosquito Abatement Districts as summer jobs.

Frank graduated in 1971 from California State College, Chico, with a Bachelor of Science Degree in Business Administraton, with Honors. He was President of the Blue Key Honor Society, a member of Phi Kappa Phi Fraternity, an academic fraternity, and Delt Sigma Phi, a social fraternity. He also participated in college wide activities, such as the Pioneer Week Committee.

In 1974 Frank graduated from the University of California, Davis, School of Law. During school he held various part-time jobs, including work for the California Attorney General's Office - Consumer Fraud Unit; summer jobs with California Rural Legal Assistance and the United States Security and Exhange Commission in Washington, D.C.

Pending the results of the California State Bar Exam, Frank taught Business Law at California State University, Chico. Upon passing the bar exam on his first effort, Frank accepted a position as a Sonoma County Deputy District Attorney beginning in May 1975. He prosecuted over 45 jury trials and hundreds of court trials, from petty theft to attempted murder. In 1980 he commenced work with Lloyd von der Mehden in the civil practice of law. In 1987 when the firm name was von der Mehden & Briceno, von der Mehden was appointed to the Superior Court. Frank continued the practice with Mark Freed and Valorie Bader under the firm name of Briceno, Freed & Bader. Frank emphasizes real property, business and estate planning law in his practice. He has taught real property law in the Sonoma State University Legal Intership Program. He holds a life time Community College Credential - Law.

For over 12 years, Frank has served as a temporary Superor Court Judge, Mediator and Arbitrator when selected by attorneys to so serve. Such service has included presiding over a three week jury trial involving four experienced attorneys. He has participated in bringing about resolutions to over 30 Superior Court civil actions.

In addition to his legal and judicial experience, Frank is a family man involved in his community. He has been married to Penny, a native of Sonoma County, since September 1978. They have two sons, Peter, 18, and Mark, 15. He has served on the boards of Family Service Agency of Sonoma County; R - House, a drug and alcohol rehabilitation program for children ages 13 to 18; Parenting and Childhood Education Committee of Memorial Hospital; Schools Plus; he has served on the Site Council of Strawberry School; Project Graduation, Business Department Advisory Committee, 24 Hour Relay at Montgomery High School; a Mentor Counselor at the Santa Rosa Junior College. He has been a fund raiser for the March of Dimes. His son, Peter volunteered for three years at the City of Santa Rosa's Camp Watam and now works in the summers as a counselor at the camp.

Over the years his hobbies have included camping, hiking,fishing,running, biking, skiing, and more recently fly-fishing with his sons.

Frank desires to put to work the experiences of his life, his training and experience as an attorney, judge, mediator and arbitrator, his commitment to serve his communty, to serve you as your Superior Court Judge. He would be honored to receive your vote. Thank-you.
