1. What are your views regarding the need for public transportation in your community to promote access to employment throughout the region?

Answer from Mark G. Waters:

This is an issue over which the City Law Director has no responsibility or control.


2. Would you be in favor of county-wide campaign finance regulations that would provide for public matching funds, limit campaign contributions and provide for more disclosure? State your opinions on these ideas; whether you would support or oppose them.

Answer from Mark G. Waters:

Campaign finance laws have become increasingly complex and confusing, making it difficult for anyone but a professional politician to run for public office. I would simplify campaign finance and abolish matching funds. I would abolish contribution limis but require donors' names to be disclosed.


3. What are the benefits/detriments to land use planning prior to zoning decisions?

Answer from Mark G. Waters:

Land use planning optimizes the use of building resources and prevents the undesirable mixing of commercial and residential areas. In the City of Cheviot, which is nearly 100% developed, zoning decisions are more likely to involve variances and changes to a particular piece of property than a broad scale plan of development.
