Neil Blais

As a resident of Rancho Santa Margarita for approximately three years, I have been an active volunteer leader in the community serving as a member of several committees and organizations including:

  • The "Save the Park Committee" where I was a member of a neighborhood committee that aggressively fought to save parkland that was being severely reduced. This committee managed to increase the proposed park from a half-acre to two acres (enough land for a soccer field).

  • The Rancho Santa Margarita Cityhood Committee Executive Board where I hold the position of treasurer. I worked closely with the other members of the Committee throughout the incorporation process. This effort included outlining the incorporation goals of increased law enforcement, the development and operation of an intergenerational community center, and ensuring the long-term fiscal viability of the City. I was actively involved in the successful negotiations with the County of Orange that resolved budget issues and transitional services. These negotiations resulted in securing additional property tax ensuring fiscal viability as the boundaries of the proposed City were expanded. I represented the community to key Chamber of Commerce members, business leaders and elected officials during all aspects of the incorporation process.

  • The RSM Civic Council where I was elected President. During my tenure, the council has adopted a strong anti-airport stance and developed support for the Safe and Healthy Communities Initiative. I chaired the committee that successfully fought the proposed municipal courthouse with "Citizens for Safe RSM"; this building is now home to Cox Communications. I established and chair the Economic Development Committee in partnership with RSM Chamber of Commerce, Civic Council, and Cityhood Committee. The Economic Development Committee is an outstanding example of the teamwork and coordination that exists between the three organizations. This committee has been meeting regularly with RSM Management working to identify Intergenerational Community Center sites and discussing the continued development of RSM. I have increased dialogue within the community and I have effectively represented community concerns to County Supervisors and staff.

Professionally, I am a degreed Aerospace Engineer currently performing long-term disaster recovery management for local, state and federal agencies. I have 13 years management experience and significant exposure to city planning. My professional affiliations include the National Emergency Managers Association (NEMA), the International Association of Emergency Managers (IAEM), Earthquake Engineering Research Institute (EERI), the Association of State Floodplain Managers (ASFPM), and the Emergency Information Infrastructure Partnership (EIIP).

I believe these experiences are the tested qualifications that I bring to serve the City of Rancho Santa Margarita. I have worked closely with Debra Lewis, Carol Gamble, Jim Thor and Gary Thompson. I endorse their campaign efforts and support their election to City Council.
