Building Moratorium for the El Sobrante ValleyBy Dale H. PaulsonCandidate for Council Member; City of Richmond | |

I strongly support the Moratorium on building in the valley. It will require 8 or 9 Councilpersons voting yes to achieve. The El Sobrante Building Moratorium Having lived in the El Sobrante Valley for more than 20 years, I believe the only way we can maintain the Valley as one of the Bay Area's loveliest residential areas is to severely restrict growth and preserve the beauty and wildness of the El Sobrante hills. In addition to preserving its beauty, we must consider that several times a day the S.P. Dam Rd is at maximum traffic capacity and is negatively impacting access to the commercial zone. The addition of nearly 1000 new homes in the valley will enhance this problem especially for local residents, also consider the impact on emergency vehicles. An additional 1 or 2 minutes in response time could cost life and increased property loss. A recent survey showed that 95% of the Voters in the El Sobrante Valley supported a Building Moratorium. Fact: State law requires that a building moratorium must be implemented by 4/5 vote of the City Council. |
