El Sobrante Valley needs a critical review before continuing with further development.In the past decade or so the El Sobrante has been the focus of booming development, particularly that of housing. New housing is often thought of as a positive step in a city's future, however, we are now seeing another reality as "progress" and "profit" impose themselves on this attractive and highly desireable neighborhood. Currently there is a temporary moratorium for voluntary developers. This is only a bandaid approach to addressing El Sobrante residents' concerns for their future. My position is to mandate a moratorium "at large" and develop a comprehensive plan for development incorporating the City Council, its planning commission, staff, and most importantly the neighborhood councils, businesses and other organizations in the area. All facets of the community and its future needs and success can be addressed, such issues as traffic concerns, open space/parks, schools and needed space, business and future tax base, emergency and safety concerns,etc. As a councilmember I would work to implement this same plan for all Richmond communities in the best interest for future quality of life for all of us residents. |
