Position & Endorsement on Traffic IssuesBy Erling L. HornCandidate for Council Member; City of Lafayette | |
This information is provided by the candidate |
Traffic is a major problem which will not disappear. I will continue to actively oppose overdevelopment in Lafayette and neighboring communities, encourage the use of mass transit, work to improve traffic flow in the downtown area and carefully oversee the spending of road bond funds.I have participated in many public hearings and in nearly all of the studies since the mid-80s with regards to improving the flow of traffic in Lafayette. The results of these public hearings and input are now bearing fruit. I support the Plaza Park and Moraga Road Corridor Improvement Plan, which was recently adopted by the City Council. This plan will add additional turning lanes at the Mt. Diablo Blvd. and Moraga Rd. intersection and an additional signal at Moraga Blvd. and Moraga Rd. These improvements will aid traffic flow into and through Lafayette. Bicycle lanes will be re-routed onto First St. for additional safety. The reconfiguration of Golden Gate Way into a "slow" street, along with additional parking and signal control modification, will also improve traffic flow and encourage pedestrian access to Elam Brown Square (formerly Plaza Park). Previous changes along this same corridor, the removal of one cross walk and a revised signal timing sequence, have already improved traffic flow. Additionally, I support the strict enforcement of parking regulations for those who park in the red zones in our downtown, thereby hampering traffic flow. I favor the 20 mile per hour speed zone surrounding the Lafayette School in order to improve pedestrian safety. This is needed during school hours, and a flashing yellow light should be used to alert motorists. Traffic enforcement must be maintained in this area as well as at other downtown locations and school zones. Endorsement: "When deciding upon a neighborhood or downtown traffc issue, Erling does his homework to come up with the optimum solution to a problem. He draws upon his intellect, vast experience with City commissions and County agencies, receives input from city staff, visits the site, listens to all concerned parties, and does anything else needed to inform himself of the existing situation and proposed solution. In additio, Erling frequently follows-up on traffic projects to see if they have performed as expected. The result is that his decisions are based on facts and sound judgement. As long as I've known Erling, I've been impressed with his objective, yet personal approach to Lafayette's traffic needs."
