Shall it be City policy to ask the State to include passenger rail service in the redesign of the Bay Bridge?
PRINCIPAL PROVISIONS: Proposition I would request that Caltrans and the Metropolitan Transportation Commission (MTC) include passenger rail service on the new portion of the Bay Bridge. This declaration states that benefits of new rail service on the Bay Bridge would include a decrease in traffic congestion, an increase in mass transit use, and protections for the environment. The eastern span of the Bay Bridge, from Yerba Buena Island to Oakland is being rebuilt because it was damaged during the Loma Prieta earthquake in 1989. The new bridge design, a single tower suspension, was recommended by the MTC last June after months of studies, public hearings, and design workshops. The new bridge will take three to four years to build and will cost $1.5 billion. Construction is scheduled to begin in early 2000. The issue of including rail transportation on the new span was considered by the MTC with the result that the new structure will be strong enough to bear a light rail system. However, there are no plans for actual construction of a rail system on this new bridge. Caltrans and the MTC have estimated that building such a rail system could cost at least $3 billion and would delay the start of construction of the new bridge for up to three years.
