PRINCIPAL PROVISIONS: Proposition F would allow the City to continue the same level of stadium admission taxes that are in effect today. This ballot measure is required in response to provisions of State Proposition 218 passed in November 1996. Proposition 218 requires voter approval on any taxes extended after January 1, 1995. Although these taxes have been in effect for a number of years, one admission tax was renewed in 1995 and the other admission tax would otherwise expire in March 2000. Currently the City charges a base tax on stadium admission of $.50 on tickets costing $25.01 or less, and $1.50 on tickets costing $25.02 or more. Money from the base tax has been used to pay for improvements and expansion at the City-owned stadium at Candlestick Park. When the leases for Candlestick Park expire in 2000, the City will no longer be authorized to collect this tax. The City has also imposed an additional temporary admission tax in the amount of $.25 on tickets costing less than $27.00 (including the base tax) and $.75 on tickets costing $27 or more. The money raised by the temporary admission tax goes into the General Fund and can be used for any City purpose. This money has been used to fund after -school sports programs and recreation programs in City parks. In 1995, the City extended the temporary admission tax until 2000. Because of the passage of Proposition 218, this additional admission tax needs to be approved by voters to be continued after November 1998. Proposition F would authorize the City to continue collecting the base tax on stadium admissions beyond the expiration of the Candlestick Park leases in 2000. It would also authorize the City to continue collecting the temporary admissions tax, which would become a permanent supplemental tax. Thus there would be a $.75 admissions tax on tickets costing less than $25.01 and a $2.25 tax on tickets costing more than $25.50, and a tax of $1.75 on tickets costing between $25.01 and $25.50. Money from admissions tax would be used to pay off any remaining debt from Candlestick Park and then would go into the General Fund, where it could be used for any city purpose. This measure would amend Sec. 801, 802A, 805, 807 and 841 to continue imposition of stadium operator admission taxes.
