Shall the City repeal 1997's Proposition H and authorize Caltrans to replace the Central Freeway with an elevated structure to Market Street and a ground-level boulevard from Market along Octavia Street?
PRINCIPAL PROVISIONS: The Central Freeway was built in 1959. Parts of the Freeway were damaged in the 1989 earthquake. Caltrans has since demolished unsafe parts of the Freeway. The Central Freeway cannot be rebuilt without City approval, according to State law; and the City can authorize, but not require Caltrans to rebuild the Central Freeway. In 1992 the Board of Supervisors adopted a resolution which made it City policy not to build any new above ground ramps to the Central Freeway north of Fell Street. In November 1997, the voters adopted Proposition H. That measure authorized Caltrans to rebuild the existing lower deck of the Central Freeway, creating a four-lane single-deck structure extending from Mission Street to Oak and Fell Streets, and to replace the Fell and Octavia Street ramps. It also repealed the City policy not to rebuild an above-ground ramp to the Central Freeway north of Fell Street. After the voters passed Proposition H, the Board of Supervisors adopted a resolution that formally endorsed Proposition H and urged Caltrans to proceed immediately. Proposition E would repeal Proposition H. It would authorize Caltrans to replace the Central Freeway with an elevated freeway along the current route from Mission Street to Market Street, which would continue as a street-level, high traffic volume boulevard on Octavia Street for the four blocks from Market Street to Fell Street. It would also reinstate the City policy not to build any new above ground ramps to the Central Freeway north of Fell Street.
