This is an excerpt from the California State Board of Equalization's Review of Assessment Practices in the County of Orange, completed in April of 1997.
"We believe the accomplishments of the Orange County Assessor and his staff are outstanding. They are producing quality assessment rolls in an efficient manner. The assessor attributes this success to the entire staff staying focused on the main goal of timely roll preparation. The assessor credits his staff with the development, application, and maintenance of the computer programs that make it possible to meet the goal. He also feels that the structure of the organization contributes to its success. With few layers of administration, problems can quickly be solved, often by those closest to the situation."
