Hal is running with Suzy Coxhead and Gene Tolls, MD. Together we will bring the experience and dedication needed to protect our healthcare.

Hal's broad background in health care makes him ideally qualified for a seat on the Marin Health Care District Board. His wide experience leading many hospital-based medical staff committees gives him a "nuts and bolts" understanding of what it takes to ensure patients receive high quality medical care.

As the Associate Medical Director of a Children's Hospital he developed important negotiating skills. Frequently, he encountered situations in which physicians' needs for specialized support or equipment were poorly understood by adminstration. Often management's limitations were poorly understood by clinicians. Both required delicate discussions to resolve.

Hal entered a graduate program in Health Services Administration, to expand his understanding of the American health care system, earning his Masters degree in 1993. Upon completing his Master of Public Health, he was invited by Senator Edward Kennedy to accept a Health Policy Fellowship with the United States Senate Committee on Labor and Human Resources. During that time, he helped write legislation to ensure access to high quality healthcare for all Americans.

Upon completing his fellowship in the Senate, Hal moved his family to Marin where he engaged in projects to improve the health care of Medicare beneficiaries, helped California Health Care Foundation to understand the causes for high levels of uninsurance for health care in California and assisted high tech companies understand the market for new technologies they were developing for the health care industry.
