Shall the appropriations limit established for the Stinson Beach County Water District pursuant to Article XIII B of the California Constitution be increased for four fiscal years from 1998/99 through 2001/2002 to allow the use by the District of all revenue from existing property tax revenue sources?

Arguments For Measure R |
We urge a YES vote on this Measure.
This Measure will not raise your property tax rate. It allows the Stinson Beach County Water District to retain its pro rata share of property revenues collected in the four fiscal years 1998/99 through 2001/02. The increase in the appropriations limit will allow the District to retain the full amount of property tax revenues. If the measure fails, the lost revenue would have to be made up by an increase in water rates. Without this measure, revenues over the appropriations limit must be refunded to the State of California. The benefit to the community is substantial if the available funds are retained and used for District-wide purposes. The District uses these revenues for capital improvements, major maintenance of our water system and related facilities.
