The state can serve as a catalyst in providing fixed rail and public transit solutions.
The Republican controlled legislature, for 17 years, refused to provide the required matching funds to build the Interstate highway system to keep up with Arizona growth. "No Tax Increase" was their reelection battle-cry. The last link in I-10 occurred in Phoenix. The Phoenix 'brown cloud' is a partial result of the delay. MY THOUGHT: WHEREAS CITIES SHOULD CONTROL THEIR SIGN AND TRAFFIC REGULATIONS, THE STATE CAN SERVE AS A CATALYST IN PROVIDING FIXED RAIL AND PUBLIC TRANSIT SOLUTIONS. EMISSION TESTING SHOULD BE BY ZIP CODE. DUE TO THE CONCENTRATION OF THE POPULATION IN TWO METROPOLITAN AREAS, THE STATE CAN, AND SHOULD, PROVIDE LEADERSHIP.
