Larry was born in Santa Cruz and traces his roots through five generations of Californians. His wife, Joan, is a ceramic artist and has her own business. Their son and daughter both live and work in the area.

Prior to being elected to the Santa Clara Valley Water District Board, Larry served the community as Watermaster, Hydrographer, Water Operations Supervisor and Groundwater Superintendent.

His other community activities include; The Advisory Committee of the Camden Lifetime Activities Center, Chairman of the Cambrian Community Fair for two years, Campbell Union High School District's School to Work Transition Council, Kiwanis Club of Cambrian Park.

Larry represents the District in the following ways; Board of Directors of the San Luis-Delta Mendota Water Authority, Chairman of the Independent Performance Audit Committee, Chairman of the Recycled Water Committee; Serves on the Local Governments Committee of the Association of California Water Agencies; Serves on the Los Gatos Streamside Park Committee; Serves on the Guadalupe River Park Task Force. Attends meetings and acts as liaison with the following groups; The Agricultural Advisory Committee, The Groundwater Resources Association, The Guadalupe/Coyote Resources Conservation District, The Landscape Advisory Committee, The Central/North Central Flood Control Advisory Committee, The Santa Clara County Parks and Recreation Commission, South Bay Recycling, Santa Clara County Special Districts Association and The Water Reuse Association.
