- Overhaul the county's accounting and control systems. The county's systems are extremely bureaucratic and centralized. They need to be redesigned to ensure that all the county's employees are held accountable.
- Ensure that audits of all county officials, both elected and appointed continue to be performed every two years.

- I received a B.A. from Yale University in 1980. I became a Certified Public Accountant in California in 1986. My present professional practice is chiefly devoted to auditing for fraud. In my past experience as an auditor, I have helped put wrongdoers in federal prison. During the Great Bankruptcy of 1994, I was the principal investigator for the Orange County Committees of Correspondence. In that role, I uncovered numerous illegalities and other bad practices that either caused or worsened the bankruptcy.
Priorities:
- First: to cause the "treasury count" [Govt. Code sections 26920-26923) to be done properly; despite the bankruptcy, it still is not being done properly. Secondly: to put the county's financial reports onto a website, so that these are available to everyone, whenever they want, at no cost to them, and with freedom from fear of retaliation for snooping. Thirdly: to prevent or stop illegal payments of county moneys [Govt. Code section 29803]; although this does not happen frequently, it can happen occasionally.
