That year, Richard founded the Liveable Wage Coalition. Richard Holober was the statewide Proposition 210 campaign manager. Richard built a coalition that embraced labor, religious, consumer, senior citizen, civil rights and business organizations. He directed a petition drive that collected nearly 800,000 signatures to put the minimum wage increase on the ballot. Richard appeared in 40 radio and television debates. He championed the value of rewarding hard work with a living wage. The initiative won with a landslide victory in the November 1996 election, and received a 69% Yes vote in San Mateo County. The Proposition 210 campaign brought the issue of the working poor into public view and spurred Congress to enact a federal minimum wage increase in July 1996.
Richard is an area resident for 17 years. He received a public school education, graduated from the University of Rochester, and attended graduate school at Cornell University.
