There are very few occassions when the Council can meet in closed session. They can meet to discuss personnel, negoiations and the buying,selling or leasing of property. We have always been advised that our sessions are within the limits of the Brown Act. But, that envelope must never be stretched if Council is to enjoy the confidence of the Public.
I will continue to insist on open, public and full discussion of issues. The use of E-mail or FAX messages, where all Councilmembers are included and full discussion of project proposals are discussed and opinions are solicited, must be prohibited. I will continue to refuse to participate in this kind of activity and will try to persuade my fellow Councilmembers from doing the same. The Public must have faith in the belief that the Publics' business is done in public.
