CCWD emphasis should be on improving service to current customers, rather than attracting future residential customers. The meaning, justification and consequences of getting more water should be objectively analyzed and publicized (CCWD meetings are not broadcast on MC-TV, and are rarely reported on in the Review). Water policy objectives and rate structures should be reviewed for consistency with coastside infrastructure capacity and land use planning (e.g., SM County Transportation Study, Half Moon Bay, Pescadero and Mid-coast public advisory input). So-called phase 2 water does not exist, except for plans for more wells (salt water intrusion risk), getting more from SFWD (who can cut back our allocation during draught), getting more from streams (environmental impacts) and building a desalination plant (unaffordable). More is not always better!
