CITY ATTORNEY'S IMPARTIAL ANALYSIS OF MEASURE G City Charter Section 1004(a) currently prohibits persons holding any position in the Competitive Service, or on any eligible list, from actively participating in or contributing to any municipal political campaign and sets certain requirements involving their employment with the City if employees choose to run for political office. This measure amends this section of the City Charter to conform to state law so that persons in the Competitive Service, or on any eligible list, may participate in municipal campaigns in the manner allowed by State law and may run as candidates for public office without taking a leave of absence from their employment. ARGUMENT IN FAVOR OF MEASURE G Charter Amendment Section 1004 (a) of the City Charter currently prohibits City employees from participating in local elections. State law now requires that City employees have the same rights as other citizens to participate in elections. This amendment will bring the City Charter into compliance with State and common law.
